Orthopaedic Surgeon 's  Response
Hi,
If the fracture is a) within 7.5 cm proximal to ankle joint , b) displaced and c) if it has not united, it may be a better option to go for surgical fixation sice this part of the fibula (lat.malleolus) is involved in weight bearing.

But if the fracture is not displaced , uniting then Strict immobilization with a POP CAST should do the job.

At the end of the day , the aim is to maintain
a) Length of the leg ( maintained by fibula )
b) Prevent valgus ( lateral angulation at # site )
c) to maintain ankle mortice ( to prevent osteoarthritis )
I find this answer helpful
