Hi Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand your concern...

Your brother has only 25% heart working(ejection fraction), means his heart only pumps 25% of blood which is send to it. This problem might arise from cardiac ischemia, defective rhythm, congestive heart failure etc.
The cardiologist has prescribed placement of a cardiac pacemaker to improve his cardiac rhythm. Cardiac pacemaker placement is a very successful surgery. He must have defective rhythm contributing to low ejection fraction. Cardiac pacemaker will improve the rhythm of heart & would improve the ejection fraction.

Refer to your cardiologist
Don't worry he would be fine
Hope this helps
