It should not be used as a regular fairness cream and in any case not for more than 2-3 months on face since the steroid content of this cream can cause steroid related adverse effects like acne, photosensitivity, skin thinning and atrophy, hirsutism in females etc. Rather than using this cream you could use a cream containing other skin lightening agents like kojic acid, glycolic acid, arbutin etc. They are safe even when used over extended periods of time.
