How To Cure Blisters On The Cornea Under The Eyelid?

I have blisters on my cornea, just under the lid of my right eye, on the inner corner. They itch and any rubbing causes burning in the inner corner of the eye. I have been using Lotemax drops twice a day for 4 days. It works for half a day then the itching and inflammation returns. What should I do?
