How To Control A 4 Years Old Child?

my four year old is getting out of control and iam at loss for words in what to do. she is gets angery easily, she is very defiant, balk talks and when i punish her she just laughs at me. i am tired of her running me over and doing what she wants. what do you recommend i do?
