General & Family Physician 's  Response
HIV can spread through an ulcer (broken skin). In heat rash / fungal infection the skin is not normally broken, so the chances of infection are very minimal.
Still to be on the safer side you may go to any Government Hospital and get the test for HIV free of charge and with full guarantee of anonymity.

Pediatrician Dr. Suryakanta Baraha's  Response
hiv spreds via transfer of blood, semen, vaginal fluid, pre-ejaculate, or breast milk.
major routes of transmission are unsafe sex, contaminated needles, breast milk, and transmission from an infected mother to her baby at birth .since you used condom there is negligible chance for to be infected. the rash in penish and sitting area to be evaluated by a dermatologist. so consult him .take care
