How can small bumps on the neck be treated?

feels like tiny bumps on right side of neck; can feel what I think is a vein/artery about midway front to back of neck; from there about half to one inch toward the back; feels like little bumps going up the neck, maybe on a vein or something. very little sensitivity when touching
