General & Family Physician 's  Response
Hello dear. Have you got your blood sugars tested? If you are diabetic generally skin conditions will take a long time to heal.

Kindly consult a dermatologist. If the ulcer has formed cellulitis then you may have to go and get antibiotic injections. Local creams may not help.

For itching you can take anti-histaminic tablets like avil.

Hope i have answered your question. Feel free to contact me if you have any more questions. I ll be glad to help you.
All the best
With warm regards
