How Can Painful Frozen Shoulders Be Treated?

I had bicep tenodesis performed in 2016 to repair a labrum tear. During the surgery the surgeon did nothing to the tear because it was insignificant. Post op I had frozen shoulder and I still have pain from the SLAP tear. Should I see a different orthopedic surgeon. All I get from my current doctor is cortisone shots and PT referrals. Thanks,
