How Can Hyper Pigmentation On The Legs Be Treated?

Good day Doc, what is the best cream to remove the black mark on my legs ? I got allergy before and I used herbal medicine, I boiled the leaves then I washed my legs with that water little bit hot. I got healed from allergy but my legs got black mark from allergy. the spots of allergy are red but when I get well from allergy it becomes black, few months already im using cream but never get rid the black.
