Hive Like Welt On Neck, Red And Raised, Painful, Reoccurring. Reason?

my twenty-eight year old daughter has a hive-like welt on her neck which is the second such welt she's had in two weeks. It is red and raised in the middle, and painful but not particularly itchy. The glands in her neck are swollen as a result. She noticed the welt after a walk outside, both times. We originally thought it was an insect bite but it seems odd that it happened twice in two weeks, near the same spot on her neck. She also felt ill both times.

HI
Thank for asking to HCM
It may be contact dermatitis, or sun allergy the exact, clinical picture can be cleared by observation, you can try diphendihydramine lotion locally, if lymph nod (swelled ) is there then it could be infection, you said that it is not itchy then chances of infective lesion is more likely, I would advise you to see the doctor, clinical observation is must, have nice day.
