A lump in elbow creasem even if it is atumor, pressing on the blood vessel cannot cause an headache. And moreover how come the doctor diagnosed the lump as tumor with investigations? Its seems ridiculous. You should certainly seek help from some other doctor. Most probably the lump could be a lipoma which you need not bother about. But still get a second opinion.
