Have Torn Labrum, Pain In Biceps, Numbness And Tingling Of Fingers, Frozen Shoulder. What Is Wrong?

I fell three months ago and was diagnosed with a torn labrum after an MRI of my shoulder. I have pain in my biceps , deltoid, forarm, loss, of strength, numbness and tingling in my fingers and a frozen shoulder . I had surgery three weeks ago. The Orthopaedic Surgeon said I had adhesions and a frozen shoulder. There was no need to repair the labrum. I was then sent for an MRI of my neck where I have a herniation in C6-C7. Went to see a spine Dr only to be told my neck is not the problem. I have had two epidural steroid injections into C6-C7 and I continue to have symptoms and an inability to fully utilize my arm. What could be wrong and who should I go see?
