Hello,

This symptoms are more in favour of cervical spondylosis with the involvement of the nerve roots.
You need to consult an Orthopedician and get yourself evaluated.
Rest and Physiotherapy is the mainstay of treatment.
X ray should be taken to know the extend of the problem.
