Had To Force Breath. BP Was High. Heart Failure?

This morning I could not breathe it was like the back of my neck was closed and I had to force my breath. By the time I got to the hospital my symptoms stopped so I did not go in. I came home and I have been ok since. I checked my blood pressure it was 169/112. I am not sure how high it was when this was happening? Could this be a sign of heart failure?
