HIV AIDS Specialist 's  Response
Hi,
Welcome to HCM.
While removing the condoms it is quite common to get with touching either semen or vaginal fluid. Just by touching this fluid and putting anew condom and had a hand job carries almost no risk for HIV/STD.
HIV can not survive out of body fluid not even for few seconds or in a dried secretion. It will not spread in this way.
Just forget about the incident and you have only avery negligible risk for HIV/STD.
