Had Foot Drop After Surgery On Femur. Suggested Muscle Surgery. Suggestions?

My mother has foot droop after surgery on her femur ( broken) . She has some physical treatment during the ten months after the surgery but there is no progress. her age is 65. Some doctors advice to made muscle surgery .
my question what is the best the muscle surgery our the never surgery . also I wonder if you have an ideas about the hospitals or doctors which might done this surgery near Sudan ( either African or Arab countries). also the cost of this surgery if you have an idea in an part of the world,

It seems lateral peroneal nerve injury causing foot drop during surgery on femur.As there is no progress even after 10 months, tendon transfer surgery can be considered. I am india based orthopaedic surgeon, no idea about sudan.
In our country cost is approx 50-60 thousand rupees.
