Gave formula milk to child. Face turned red around lips, eyes. Smear test- normal. Treatment?

Hi! My baby boy is 7 months and 2 weeks now. I am going back to work soon and had to try a formula milk. After giving him even couple drops his face turned red around his lips and eyes. We have seen a doctor; made a smear test and he is not allergic to lactose. Doctors can not help and we really do know what to do now :(
