I think you are absolutely safe.
You have been tested negative for
herpes on multiple occasions, the latest being 4 years after the risky sexual contact.
Herpes,classically presents with sores or blisters on the genital skin not just
redness. The sores are painful.
Redness, that you have noticed Off and On , is most likely due to some irritation to the use of soaps etc at the delicate skin of
glans.
Moreover, herpes usually becomes detectable by antibody based blood tests (
ELISA for Hsv type 1 and type 2) earliest at 2 weeks and thereafter the
antibodies to the virus remain detectable for the rest of life.
Since you have repeatedly tested negative for herpes on multiple occasions, therefore you have nothing to worry.
