Does Tiny Red Bumps On The Penis Mean Herpes?

hi i am male 21 years old 80 kg no medical history this is a long story but i want to add all the details i had unprotected sex with a girl and was worried about stds i was checking my penis constantly to see of any change. 5 weeks after the sex one night coming out of the shower i noticed the skin on the glands of my penis had some redness (i am uncircomsized) on it no pain, burning, tingling or anything just a bit red in patches. the next day it had all but gone so i didnt think anything of it a week later same sort of thing but only in one tiny patch also on penis head very small and hard to see the next day there seemed to be some flakey skin if i looked really close but again no pain or anything the day after this i went to the doctor and told him what had happened he had a look but of course the redness had gone and he said that the skin flakes were normal and that i should apply some moisturiser but i wanted a std check done also to make sure this now being 7 weeks since sex i was mainly conceerned about herpes but the blood test results were all negative for herpes both types, hiv, syphillis and hepititis. a week after this the same thing happened again i noticed redness on my penis glands on the top side covering about half of the head and also a little bit around the opening almost looked like it was just the blood vessels if i looked really close with a light i could see tiny little bumps in the skin but this could have just been normal skin texture the next day it was almost gone completly but there were some skin flakes again. now i am concerned that it is herpes even though i havent found any pics of herpes that look like this and there are no blisters or ulcers or anything like that the skin did look a little rough though. could it be herpes if it is gone in about 24 hours and would herpes infection happen so close together 3 times in 3 weeks. i should also add that this is the 4th blood test i have had for herpes over the last 3 years and they have all been negative. if not herpes what could this be and if the test was negative do i have anything to worry about could it be wrong?

I think you are absolutely safe.
You have been tested negative for herpes on multiple occasions, the latest being 4 years after the risky sexual contact.
Herpes,classically presents with sores or blisters on the genital skin not just redness. The sores are painful.
Redness, that you have noticed Off and On , is most likely due to some irritation to the use of soaps etc at the delicate skin of glans.
Moreover, herpes usually becomes detectable by antibody based blood tests (ELISA for Hsv type 1 and type 2) earliest at 2 weeks and thereafter the antibodies to the virus remain detectable for the rest of life.
Since you have repeatedly tested negative for herpes on multiple occasions, therefore you have nothing to worry.
