Does The Following Diagnosis Indicate Cancer?

Diagnosis: left breast fnac: suspicious. Smear shows scanty ductal cells, which are mildly pleomorphic with coarse chromatin patterns and fairly regular nuclear margin. with variable cytoplasm within a eosinophilic hemorrhagic background. Does this mean cancer?

I have read your question and here is my advice.

Though the report is non conclusive however as it states it's not cancer but it's not normal.
There is a possibility that this may be cancerous but it might not be .
I think this would need further work up like open biopsy .
