Size of the breast is different in every girl. If it is big it does not mean she is sexually active. It can be due to genetic reasons her breasts are big. Even female hormones like Oestrogen, Progesterone influence the size of breast. Virgin girl can have large breasts also due to hormone and genetic effect. Same thing applies for smaller breasts. It will mildly and temporarily increase in size after stimulation.
