Does A Flat Red Spot On The Leg Need Medical Attention?

I have a flat red spot on my leg with a white thick crust center. Thought it might be a bug bite but it is not pus, just thick skin that I peeled off thinking it was just some form of blister. Now it is red but does not hurt or itch. Should I see a doctor.
