Your diabetic mother developing anemia , edema ( swelling of face and legs) can indicate that she is having chronic (long standing ) kidney disease.
Patients with diabetes develop kidney disease and they get it early if their diabetes was not controlled.
It can be detected by checking urine for presence of albumin.
Is she also having high blood pressure ? In that case the edema could be due to congestive cardiac failure ( weakness of heart leading to inability to pump adequate blood.) Some drugs for Blood Pressure also can cause edema.
Do get an ECG and echocardiogram done.
The cortical cyst in kidney may be unrelated to disease.
The fatty liver may indicate poor control of diabetes. Also check fasting lipid profile.

To get the best treatment
Keep her blood sugar controlled ( before and after food)
Keep blood pressure controlled.
Improve hemoglobin level by
> drugs for worm infestation
>iron supplements
>blood transfusion if Hemoglobin
>erythropoietin injection if chronic kidney disease confirmed
Improve heart function by reducing fluid volume and improving heart muscle action
ANGIOTENSIN RECEPTOR BLOCKER drugs may be needed
4th generation calcium channel blockers also may be helpful

Consult a nephrologist
