Dark circles, skin dark above, below lips. How to get even and fair skin?

hi i am 21 year old girl,height is 5 ft 4 inch,wieght 45kg, have wheatish complexion . i have dark circles and also my face appears little darker above and below lips (jaw zone). i want to have fair and even skin.please sugest me a good and mild ( because i can not afford any complications i.e scars, pimples , black spots etc) cream and also a good sunblock for daily use.please specify how long i should use the tell if there would be the side effects or harmful effct of using whitening cream. also tell that is it fine to wash face with soap or should i go for facewash?if so which facewash i should use. i must tell u i have not used fairness creams before and have never gone through facial treatments. waiting for your precious advice rather prescription.

As for regular care of skin ,you should use a sensitive mild cleanser like Cetaphil cleanser twice daily.Soaps may be harmful, best avoided.You also should apply non comedogenic moisturizers containing Vit A and E in the morning.It is very important to avoid sun exposure and apply a broad spectrum sunscreen like Cetaphil when you go out.The above applications can be done for any length of time.
Dark circles and dark area around lips /chin are usually genetic.The above regimen helps prevent darkening of face .For dark circles , you can use under eye gels like Wunder eye gel twice daily.Also apply Vit C serums under eyes.Orally you should have supplements containing Vit C and Vit E to reduce the free radical induced damage to body.
You can go in for Glycolic peels monthly to further de tan and make your skin clear.

You are having periorbital and perioral hypermelanosis. There are many reasons. Vitamin deficiency,metabolic diseases, endocrinal diseases etc... Even altered psychology.. Stress, worries,depresson can precipitate the disease. Go for investigtion to rule out any disease.
And if everything is normal, try...
Tab. Vitamin C 500 mg thrice a day
Tab nicotinic acid 250 mg thrice a day
Rub kozic acid containing cream at night on black patches
Wash the face with Ahaglow face wash thrice day
Avoid tension, be positive
Avoid beauty creams
Do mechanical sun protection... Avoid sunscreen
Follow above treatment till you get benifit
