Could Baby Eczema Cause Spots Under Skin Erupting As Pimples In A Child?

my 2 year old has lots of spots under his skin all the time and has had since he was born, these have recently started to erupt into pimples. They are also on his face. When he was a baby he had baby eczema and we have to mositurise his skin everyday otherwise it is dry. Could this be causing the spots?

The diagnosis of skin spots is difficult unless you provide details such as the size of the spots, their colour, and their distribution on the body. A picture would really help. I am afraid they could be anything, such as due to sweat glands retention of sweat, heat rash, allergic rash, or something else.
