Can Water Entering Nostrils Cause Breathlessness?

My son was surfing today and fell hard. Now he sounds like he's holding his nose while he talks. He feels like something is in the back of his throat like he needs to clear it but does not feel pain, shortness of breath etc. Had him try to clear throat but no change, He does not feel like water went up his nose, What can this be?
