I consistantly have blackheads or red mounds on my back that when popped a yellowish cream comes out. My Wife squeezes out the creamy puss and eventually a hard tail like substance exits the hole. But in a couple weeks later we go through the process again. So their is something inside that is not terminated and starts the process again. What can I do to kill the SOB so that it doesnt develop into a black head or red mound with puss. Can putting bleach after removing the blackhead help?

I have reviewed your query and here is my advice.
Those are comedones on your back. The semi-solid, creamy substance that expresses out on squeezing is sebaceous content. I would suggest you to take oral Isotretinoin for a few weeks. Isotretinoin is comedolytic as well as it dries out sebaceous secretions. So, it would be effective. In addition, I suggest you to use a benzoyl peroxide based body wash since benzoyl peroxide is keratolytic/exfoliates as well dries out sebum. Don't apply bleach after expressing blackheads as it may cause irritation and moreover it would have no effect in preventing blackheads in future.
