Can A Catheter Be Used If The Urethra Is Completely Detached?

Can a standard male catheter be used if the urethra is completely detached from the bladder? In all the illustrations I have seen, the tube travels through the urethra and into the bladder where a balloon is filled to hold it in place, so if the urethra is detached how could it go into the bladder?
