Hi, HGH should not be used without doctors' opinion, for fear of abuse and side effects.
The key to muscle gain is progressive overload I.e. increase weights. sets or reps and nutrition.I am sure most body builders do not track calories and macro calories which leads to excessive fat gain.
My suggestions.
1. Weight Progression every week on compound lifts.
2. Find your maintenance calories. Add 450-500 calories above maintenance on training days.
3. Be at maintenance on non training days.
The above scheme will help to gain muscle mass without much fat.
