Dermatologist 's  Response
Hello
I would be pleased to answer your question .

I would suggest you NOT to apply a steroid around the eye . Flutivate is a steroid and can be associated with certain side effects.
I would suggest you to apply a non steroidal approach called Pimecrolimus ( Elidel) which you would get by prescription from your GP .

This cream helps in reducing the underlying inflammation which is resulting in the scaling that you are complaining about .

Common causes of dryness around the eye area: Atopic Dermatitis , Allergic Contact Dermatitis , Seborrheic Dermatitis , Psoriasis .

You can visit another Dermatologist to determine what exactly is the cause of the condition and definitely AVOID a steroid around the eye.

Thanks
