3 year old says her head hurts and eyes hurt
It started all of a sudden yesterday afternoon and waking this morning it's still there. She doesn't want to get up or eat. She's been drinking a bit if water but it seems to hurt her head/eyes when doing so. She has a temp of 38

Sudden onset of headache and eye pain in a 3 year old child, need to rule out acute causes like infections and chronic causes like refractive error.
If the child gas got fever then it is most probably because of infections and requires treatment by antibiotics. The refractive error requires treatment by refraction and correction.
Hence I advice you to consult your doctor for examination and treatment accordingly.
