Your father has the problem Known as - Lichen Simplex Chronicus(LSch). This condition is characterized by small scaly Plaque
(raised spot ) which typically dry to brownish color present on areas accessible to itching such as on front of lower leg or on back of neck. This is not a disease in itself but is occurring due to continuous scratching of the area. In fact it is the mechanism of the body to become thickened at that place for protection. There is typically a cycle of itch- scratch - itch. This is more frequent when you are free.
For the treatment part potent steroid is to be applied along with round the clock antihistamine ( medicines to prevent itch) under medical supervision and then tapering it by mild steroids
application. As a home remedy ( which is actually very effective) apply a liquid paraffin
gelly for 10-15 times a day and policy of NO SCRATCHING AT ALL.
You should also ask your father to reduce the stress
level as is a very important cause of LSch.
