- Senile purpura: this is the most likely cause although I haven't seen your husband's arms. This is a disorder caused by ageing, as the skin and the rest of the tissues become more and more fragile.
- drugs: patients taking aspirin or anticoagulants may experience such symptoms. Corticosteroids may also make the skin very thin and fragile. Amlodipine and carvedilol are not supposed to cause it.
- minor injuries: many people may develop some degree of incoordination as they age which may result in minor injuries.
- dermatitis: it may cause itching. Scratching the skin may cause the blood stains.

You do realize - I suppose - that the above causes may all apply to the same person and contribute to the symptoms. If I had to guess which is the most likely cause for any individual at this age, I would have gone with senile purpura.

You can check with either your primary care physician or a dermatologist for an accurate diagnosis.
