Brief Answer:
External application of steroids has no much influence on HIV test reports.

Detailed Answer:
Hi,
Welcome once again to HCM.
Spouses of HIV positive individuals (millions) are advised to have protected sex with their positive spouses and they remain HIV free even after their persistent and consistent intercourse.
You had a protected exposure. So you are safe.
You had your repeated nonreactive HIV tests even after 3 months of exposure (after the window period). So it is sure that you are free from HIV beyond any doubt.
Rashes could be even due the adverse effects of drugs you had taken previously or might be due to causes other than HIV.
External application of Steroids would not have any effect on the outcome of your test reports, that too even after 9 months. It is not possible.
So your test reports are conclusive and final. You are free from HIV.

Brief Answer:
No further tests for HIV is necessary for you.

Detailed Answer:
Hi,
Welcome back.
You need no further test for HIV.
There is no possibility for detection of HIV in an individual in whom the antibody HIV tests were persistently non-reactive even 9 months after the suspected (risky?) contact. The steroid topical application for more than two years would unlikely be to have any influence on HIV test after 9 months.
