Thanks for the query.
Excessive stressing of your eyes (reading, watching television, working in front of the computer) can result in dry eyes which results in excessive tearing which gets worse outdoors and can get aggravated by cold or windy weather.
Do's for you
Wash your eyes often by spacing cold water
Take short breaks at regular interval from your computer viewing.
Eat healthy like lots of fresh fruits, carrot, spinach, almonds XXXXXXX vegetables, broccoli etc.
Blink your eyes often to keep them lubricated
Do eye exercises which can be explained to you by your eye specialist.
Take proper sleep for 7 to 8 hours to give proper rest to your eyes.

However there can be other reasons for watery eyes like
Blocked nasolacrimal ducts
Ectropian, which is a lax lower eyelid.

Please consult a eye specialist for the proper diagnosis.
