A rotator cuff repair was done with a count of 75,000, which I assume would be .75 lake... Wouldn't the eye surgery have less bleeding and therefore not so big a concern?

Brief Answer:
75 thousand platelets is safe to proceed for cataract surgery.

Detailed Answer:
Hello and welcome again,
A count of 75,000 implies 75 thousand.
The normal platelet count is 150000 to 450000 cells / cubic millimeter; but surgeries can be undertaken at platelet count as low as 50 thousand with special care and platelets ready if required during surgery.
So, at 75 thousand you can safely undertake cataract surgery.

Cataract surgery now-a-days is suture less so no or minimal bleeding is there.
You can process with the surgery.

Thanks and take care
