What Does This Thyroid Blood Test Report Indicate?

Question: Hi Doctors,

My baby girl was born on 10th october 2016. During the Thyroid blood test conducted on 31st October it was observed that the TSH levels are 8.30 and T4 levels are 9.58. Kindly let us know if any treatments are required or will it have any effect on our baby
