Brief Answer:
Wear neck collar and discuss about need for surgery

Detailed Answer:
Hello,
I have gone through your question and understand your concerns.
C2 vertebral fracture occurs mostly due to trauma.
What was the mode of injury?
Any weakness in Upper or lower limbs?
Any urinary complains?
The type of surgery depends upon nature of fracture and associated displacement and spinal instability.
Till you consult a neurosurgeon, you should wear a hard neck collar.
Avoid extreme movement of neck and any weight bearing over head.
Hope you found the answer helpful.
Do get back to me for further queries.

I am seeing orthopedic specialist/surgeon tomorrow, not neurosurgeon. Please read my original query July 7, 2016 & Dr. XXXXXXX XXXXXXX Athavale's response. I fell on tile floor XXXXXXX 17th & the occasional shoulder numbness extended to back of arm and side and has continued since XXXXXXX 17th fall.

Doctor's nurse just told me the fracture is T2 in spine just below neck. I don't know if that makes a difference,

Brief Answer:
Visit a neurosurgeon or an orthopedic spine specialist

Detailed Answer:
Hello,
T2 is different from C2.
The T2 fracture may not be a problem as it is well stabilized by rib cage, but the amount of compression and displacement guides surgical intervention.
You can either contact a neurosurgeon or orthopedic surgeon dealing in spine surgery.
Take pain killers with muscle relaxants for now.
