Brief Answer:
Remedy for generalized itching

Detailed Answer:
hello. thank you for writing to us.

I am Dr. Kakkar(Dermatologist). I have gone through your query and I have viewed the attachments.
Raised IgE levels suggest that perhaps he has an underlying atopic state i.e is allergy prone. In such individuals the skin is usually inherently dry and itchy. This inherent dryness increases further as one gets into old age i.e senile xerosis.
Therefore, the first and most important measure would be to mosturize or hydrate the skin. I suggest him to use an intensive moisturizing lotion e.g Venusia XXXXXXX lotion or Elovera IMF lotion, twice or thrice daily.
In addition he may also take an oral antihistamine e.g tab. loratadine 10mg(Tab Alaspan or Tab Dazit) once daily.
His prescription suggests that he possibly has scabies too. Are any other family members affected similarly?? Scabies usually cause intense itching at night and there are itchy skin lesions distributed over chest, arms, thighs, genitals, lower abdomen etc. I suggest him to go through the prescribed treatment plan and then follow what I have suggested i.e regular use of moisturizing lotion and an oral antihistamine
If he has any visible skin lesions you may click a few images and upload them in " Reports Section".
