I just found a lump under my jaw line. I've had two lumps in my neck for 4 years and nothing really happened. I'm 19 now am not sure what to do

The lump you noticed is likely enlarged lymph node, given the location. Lymph node can get enlarged in response to mild infections, allergies etc. If you do not have any other overt symptoms, nothing more needs to be done. Please let me know if you have other symptoms like sore throat, nasal blockage, sneezing or other concerning symptoms.
In most cases, the enlarged lymph node will subside on its own.
