Brief Answer:
Vitiligo

Detailed Answer:
Dear sir, I have gone through your question and I understand your concerns. it seems that your fathers is suffering from vitiligo. vitiligo is a disease that first present with skin depigmentation forming white skin patches that can be itchy while the skin remains of normal texture . However, Vitiligo is not transmittable or contagious.

symptoms of Vitiligo vary considerably from patient-to-patient. It is more noticeable in people with dark or tanned skinned.some people may only acquire a handful of white dots, others develop larger white patches that join together affecting larger areas of the skin as in the case of your father..
vitiligo is an autoimmune disease that can be triggered by any stressful event ( as the health condition that requires blood transfusion in your father's case)

To treat vitiligo ,it is important to protect areas affected by from the sun and its UV rays. patients should wear sun-protective clothing and/or apply sunscreen with a sun protection factor (SPF) of at least 30

Topical treatments as steroid Ointments or steroid creams are applied once a day for up to several months. These medications are not always effective, and they can thin the skin with continued use.

Ultraviolet B-light treatment can be useful in treating Vitiligo in many patients. The treatment must be repeated often, usually for three times a week and for at least six months.
Oral medicines that suppress your immune system can allow normal pigment to return sometimes. For people with severe vitiligo, oral steroids as solupred 5 mg sometimes are used instead of steroids applied to the skin..
