What Causes White Circular Patches On My Forearm?

Question: I m 27 yr old female. I m having white patches circular in nature on my forearm. I have had this 4 years back. I had met a dermatologist then but he couldn't find out the reason. I personally felt at that time that this was due to exposure to sunlight. since then I take care to avoid much sunlight or use an umbrella and sunscreen. but recently, say since 3 months I have been daily walking in the sun say 1.5 hrs without umbrella/ sunscreen. I think this is the reason why it has recurred. I have these patches on both arms esp near the elbow. they are not itchy or disturbing. but are dry, patchy and white. wat should I do to resolve these patches? I m as of now overweight ( cos of which I m having a diet and exercise ), have cholesterol, allergy to fog ( so keep my head convered XXXXXXX ) , pcod. my aunts do have wheezing.

I m brownish color with XXXXXXX esp on my arms and face. due to these both reasons even if I upload a PIC, the patches wouldn't be visible. the patches are not very big nor too bright to be prominent in an ordinary cam. I haven't done any tests before
