What Causes Water Blisters On Lower Right Leg?

Question: I have like water blisters on the lower 1/2 of my right leg.these blisters open and a sticky water oozes out and will even puddle on the floor. When the liquid dries it is yellowish.aND crusty. I have diabetes. What do I do and this hurts too.
