I am 37 year old male
Cause of stricture not known but in past felt pain twice due to stone of 3 mm in uretor
The symptems notice since last one and half year
The frequent sence of urination
The bladder not become empty in one go and retain the urine
Matter discussed with urologist he recomend for RGU x ray
And report says that short segment stricture at prostatic uretha with proximal dilation

Depends upon your Urologist's choice and experience.

Noted and understood the concerns.
It is the prerogative of the Urologist which method to be done to release the obstruction depending upon many factors.
Dilatation can be tried.
Endoscopic transurethral cut can also be tried and may give you permanent relief with dilatation which may be taught to you.
If these measure fail then formal urethroplasty can be done.
