As you said you have tingling sensation on lower lip. And that occur from last one month. It is most probably herpes simplex. Still,I would like ask few queries.

1) what type of lesions you have on lower lip?
2) was it occured in past?
3) please decribe the lesion. Vesicular or erosion.
4) is it near angle of mouth?
5) symptoms? Itching ,burning or pain
6) is the lesion occurs off and on?
7) any bad habit? Smoking,tobacco or alcohol
8) do you have any skin disease or any systemic disease?
9) past history of any skin or systemic disease?
10) do you take any medicine?

Please answer above questions And the post the photo of affected area. So,that I can help you in better ways
