Brief Answer:
Dont worry. Unlikely to be ominous.

Detailed Answer:
Hi.

Swollen inguinal lymph nodes is a common finding and usually nothing needs to be done about them unless they are painful or more than 1cm in size. I dont know what size your nodes are but since the CT has come as negative I presume they would be smaller. If you are worried that they could be a serious problem you could undergo an Excision biopsy. This can tell the nature of the swelling. You can see your Doctor or a Surgeon for the same. But I dont feel it would be required specially with a normal CT scan. Inguinal nodes can get enlarged for various reasons. Any infection or inflammation in the groin area or lower limbs (thighs and legs) can lead to swelling and once it comes it takes many months to years to go away. So dont worry.

Brief Answer:
Get excision biopsy done.

Detailed Answer:
Hi. Dont worry. The swelling should not be anything ominous but if you feel that you need to be sure then you will have to undergo a minor procedure for an Excision biopsy in which the Surgeon will remove one of the nodes and send it to the Pathologist for examination. So you should see your GP or Surgeon for the same. Do let us know the report to guide you further. Take care.
