Brief Answer:
skin infection or a sexually transmitted disease.

Detailed Answer:
Hello,

Thank You for consulting HealthcareMagic!

It sounds like a skin infection or a sexually transmitted disease.

Physical examination is mandatory to assess this since there are variety of other causes that needs to be ruled out.

I am not sure whether there was any recent sexual contact, but if it there it is better to undergo few STD screening tests.

Condition like balanoposthitis which is inflammation of glans penis and foreskin is common in elderly. Diabetes is risk factor. Kindly get checked for it from a Dermatologist.

Stay healthy and thank you for consulting! You can contact me again anytime, if you need clarifications or further assistance in future. Kindly rate the answer if you are satisfied.
