What causes severe pain and stiffness at the back of the neck?

Question: I am having severe pain and stiffness in the back of my neck. It is from base of skull down through shoulders really bad also headache it started yesterday on one side and has moved to complete neck and upper shoulders.

I have had spinal meningitis in 2009
