Question: can a sebaceous cyst itch before they form on labia? I went to the doctor today and she said that is what it was but it itched before it formed

I saw the film you have uploaded. Those small bumps look like sebaceous cysts. Do you have pain? Is there pus coming out of those bumps? If so it could be hair follicle infection.
Both conditions can cause some amount of itching.

Sebaceous cysts occur due to block in the ducts. Generally they do not require treatment.
