Brief Answer:
scrotal sebaceous cyst

Detailed Answer:
Hi,
Most likely the swelling, the image of which you have attached, is that of a sebaceous cyst, which is a benign swelling quite commonly seen in male patients in areas of the body bearing hair, mostly scalp or scrotum and occasionally back and chest. The swelling is usually innocuous, and unless there is infection or becoming ungainly, does not need to be excised.
Should excision be required for whatever the reason, it is one of the simplest surgeries, and does not leave any scar or pain. The cause is usually a blocked pore at the apex of the cyst due to which the cyst contents get pent up. These are usually like toothpaste in consistency, and are of no consequence.
Hope I have been able to help you.
